Ok, when I use the adept manager it will download but it gets to like 5 percent then stops, I go to details to accept the user agreement but I can't scroll down to find the accept button, anyone else come across this problem and if so, how did you fix it? Is there another way of installing java?

JAVA has a EULA (End User License Agreement) that you must accept in order for it to install completely. If you do use Adept Manager to install, then when the license agreement is presented, use your Tab key to get to the Ok and then press Enter.

I recall having the TAB-to-agree "problem" back in 6.10 or 6.04. Your screen might look like there's nothing you can do; or that it's frozen; or whatever. As Snowhog says, just TAB. But they really should improve that and make it more clear.
