I was in the login manager the other night and when I got through in it, the login screen changed from the fancy 'normal' login to a login screen that was blue with a gray box. Is there a way that I can get it back to normal?

Is KDM Theme Manager installed (kdmtheme)? If not install that. Then go to System Settings --> Appearance. KDM Theme Manager should be listed at the end of the listing in the left hand panel. Click on it and then click on the "Administrator Mode" button. Choose the theme you want and click apply. Reboot.

Is this also what I would use to install different themes for Kubuntu?

If it is a logon Theme yes. For Splashes go to System Settings --> Splash Screen.

For Windows Decorations go to System Settings --> Appearance and click on Windows Decorations.
