OK, after looking through some of Mr. Milone's blogs, I came across this one; it states nvidia-settings will no longer be installed with the nvidia legacy driver:
Here is the bug report being referenced. It describes the problem you just encountered trying to install nvidia-settings - that nvidia-settings cannot be installed alongside the nvidia legacy driver.
As such, I do not think you will be able to install CF; however, if you feel up to testing KDE 4.0, you should be able to use its desktop effects, no problem. Most of KDE 4's bugs were fixed with the latest KDE 4.0.1 release, and I've really been enjoying it; you may also want to check out the HowTo I wrote a little while back describing how to configure the KDE 3.5.x desktop effects.
Installing the legacy driver from source might fix your problem, but I don't know if the package includes nvidia-settings or not (I've never installed from source). Let me know which direction you want to go and I'll help you configure your system.
