I am a new user with Kubuntu 7.10 and I am trying to install OpenOffice. I pulled down the linux package (tar gzipped file). What do I do now?

Synaptic is easier to use IMO. After a clean install I use the add remove software and install it first.
However you should be able to put open office into the search bar of adept manager and it will auto filter the matching items.
After you scroll down it will list what is installed and what is not... click an item and it will expand with details then click the request install, repeat for the parts you want. After all items selected then click apply changes.Kubuntu 18.04 on AMD

To install with adept
kmenu>system>adept package manager (or something to that effect)
then just type the name of the package you want into the search bar
select 'request install' on the items you want to install (either using blue triangle or right-click)
click the apply changes button at the top
