.deb files are 'packages' designed for Debian based Linux operating systems. Kubuntu is a Debian based OS.
But, you will be much better off using Adept Manager to locate and install programs until you have become very familiar with how Kubuntu works.

A good program for installing debs is GDebi Package Installer. I think it gets installed automatically with Kubuntu. You just right-click on the .deb, and choose Open With > GDebi Package Installer.Comment

Gdebi is available by default only on Kubuntu Gutsy, on the previous versions...not, but I think is available to install it from the repos
