Not Synaptic, but something similar (since Synaptic is a GTK/GNOME app). It's called Adept. You can run it either from the K Menu -> Add/Remove Programs (simple interface) or K Menu -> System -> Adept Manager (more powerful version).

Or, if you want, you can

sudo apt-get install synaptic

and you'll actually have Synaptic.
