Right-click on the title bar of the window, select Advanced -> Special Window Settings. The dialog box that pops up will give you options to do that.

ok, so lets assume that someone configured that. And they set it to force full screen. Then they loaded the window, and it is full screen, but with no title bar to re configure that apps loading parameters. How would he change it with no title bar to rt click on?

        press Alt+F3.

Btw, Fullscreen is not the same as Maximized (horizontally and vertically).

Man what I wouldnt' do for a Reset or Default button

Unchecking Fullscrean didn't change anything. So I gotta check Position and set it to 100,100 and I gotta check Size and set it to 640,480. But I still don't have a title bar. Why wont unchecking full screen reset it to the standard operation? >

Each time you set a "rule" for a specific window or app, that rule gets saved and can be accessed in System Settings -> Window Behavior -> Window-Specific Settings. Deleting the corresponding rule should do the trick.
