installing themes

Hello again ^_____^
Anyways, I saw that in normal Ubuntu you could easily install themes :
http://monkeyblog.org/ubuntu/installing/Theme.png

Using Kubuntu, I can't find this menu.
Yet there are sites like KDE-look which provide themes.
Can anyone guide me on how to use these themes ? (which are .kth files, and when I click it says "installing theme..." in the bar and then nothing)

Sorry for double-posting, but I found out about a program called "DeKorator", but the links to download it are dead, can anyone find it ?
