"Unable to lock the administration directory" error message

every time I try to use "sudo apt-get install" on any soft I always get the following error messages:

Could not get lock /var/lib/dpkg/lock - open (11 Resource temporarily unavailable)
Unable to lock the administration directory (/var/lib/dpkg/), is another process using it?

What does this mean? How do I get around it? This is rather new and I don't have much experience with using command line input. I was able to enable the repositories but so far any installation I try with apt get ends in failier. I am using 6.06.1
