    Anyone seen this file type before?

    It's a vector graphics style file. The first line shows it as a DGN file but no DGN readers will open it, so I'm thinking that may be a source file.

    The lines below the header show "GP" meaning Global Position and they're lat/longs. This just a small snip from the top of the file of 6000-7000 lines. Some of the "lines" are 40-50 points.
