I installed this, and it's working, but I don't have the extra settings above the "Wallpaper Type" choice.
I'm on Kubuntu 18.04 (fresh install, not upgraded). KInfocenter says I have Plasma 5.12.4.

When I say that it's working, I mean that I can select it from the list of themes, and the lock screen works as described with the roll-up controls.
No, I do not have the "Show media controls" checkbox with any theme.
Tested with the Kubuntu 18.04 (2018.05.24) - Plasma 5.12.4:

This seems to be an Debian/Ubuntu problem. Maybe a bug report in the Debian/Ubuntu bug tracking system will help.

3rd way: Adding 'user' sddm a new default plasma theme
The plasma theme could be dropped to the /var/lib/sddm/.local/share/plasma/desktoptheme/default/ but in this example only adding the system.svgz and the colors file.
1) Making /var/lib/sddm/.local/share/plasma/desktoptheme/default/
2) Adding a new ../icons/system.svgz and colors file - https://techbase.kde.org/Development...Details#Colors
The system.svgz is part of the Numix: https://store.kde.org/p/1181533 .
Cleaning the sddm cache:
Rebooting... and the Breeze (and all Breeze derived themes) have a new look:

Reading the description.
Downloading the VideoPlaylist.tar.gz and the m3uwrapper.desktop
Installing the VideoPlaylist.tar.gz:
Playlist plugin installation:
kpackagetool5 -t Plasma/Wallpaper -i VideoPlaylist.tar.gz
Seems to work.
Installing the m3uwrapper.desktop:
If the Ruby is installed the installation can be done with the command:
servicemenuinstallation m3uwrapper.desktop
An alternative is to make the $HOME/.local/share/kservices5/ServiceMenus/ folder and drop the desktop file there.
Not working:
2nd try - making the ServiceMenus directory:
Code:mkdir -p $HOME/.local/share/kservices5/ServiceMenus/
Context menu is available:
Changing the wallpaper plugin:
Testing the playlist by dropping it to the plugin:
Partial success. The webm is playing fine in the preview:
but the mp4 file is skipping.
Making a new playlist with one mp4 and dropping it to the plugin:
It is not playing and the video duration is negative !
This is a sign that the Qml player can't read the data (video).
Doing a quick search: 'ubuntu gstreamer':
and clicking the first link.
Copy pasting the how to install Gstreamer on Ubuntu:
Restarting the plasmashell. This can be done by log out log in.
Now the both clips are playing in the preview:
and in the desktop:
Conclusion - Working at here - Kubuntu 18.10 - Plasma 5.13.5Before you edit, BACKUP !
