adobe flash-like app?

I'm on the hunt for one.

I've heard of SVG Draw, but it doesn't work with me.

I'm looking for something that will work with windows98SE, with 64MB of RAM. I'm considering changing to damn small, so if it's available for it that's fine.

I'm looking for something that can create them, not just be a plugin for them.
