Possibility for a 24- hour-display-setting

As emerged in this theme there is a demand of setting the time in addition to the existing am/pm system to display the 24hour system in the forum.

I apply to the managers of this forum to examine the possibilities, the Forum software is offering.

Allowing individual users to set 12/24-hour clocks is not a built-in vBulletin feature. It would require us to install a modification.

I'd use this mod as well. I'd also like (might come in the same mod?) support for ISO 8601 dates - 2012-08-27.
