The announcement was displayed when attempting to connect. He had to replace a failing hard drive.

I saw the message when attempting to log on to www.kubuntuforums.net (specifically). As to the length of delay, well that's for OS to comment on.

I am trying to find out what actually happened as I did nothing to the site, and other sites on this server were still up. I will let you know when I find something out.

Unfortunately, there will be little that might help you troubleshoot in what I observed but here it is.
My first attempt, the site wasn't found. Later, there was a 404 from an IIS. Later still the informational message about drive replacement was displayed.
I don't know exactly when it went down, I don't know exactly when it came back up. However, I did ping the site periodically for over 16 hours while it was down.
toad might be onto something, hope you have everything patched up to date.

Down, I think, approx 28 hours for me, that I could tell. At first, I thought the gods (of the Penguins, of course) were punishing me for not yet getting up to snuff on 8.10, complacent with 8.04. As the downtime went on, I panicked with not much to do and realized I might have to go about getting a real life. What a relief it's back up. I promise to look into this 8.10-thingy soon.

I noticed yesterday morning when I got up - about 8:00am or so - and couldn't connect. It didn't come back up for the better part of eight hours. My first post yesterday was recorded as November 07, 2008, 04:52:20 pm. I wasn't on the Forum the day before, so can't say when the problem first showed up.
