I think this has nothing to do directly with Kubuntu - it simply has not been released yet by KDE (https://kde.org/announcements/).
I asked here, because I know here are some experts that know a lot about the internals of KDE etc.

I don't know why I had not looked there yet, but seemingly it is being prepared for Kubuntu 24.04 LTS (Backports PPA? ) and 24.10 by the Kubuntu team: https://launchpad.net/~kubuntu-ppa/+...ing-frameworks
I think you meant: where is Frameworks 6.2 in KDE neon and TUXEDO OS 3… Probably any day now.
In e.g. Arch, openSUSE Tumbleweed and Fedora KDE it could be updated to days ago.
