How do I 'sanitise' an NTFS partition left 'unsafe' by Windblows?

Windows (10) refuses to shut down completely (fast startup enabled?) so it leaves disks 'unsafe'. Difficulty setting up Microsloth account, so can't access help system. Is there a non-MS means of getting the NTFS partition(s) to open read-write?

Thanks for that, Snowhog! Another of my 'senior moments', perhaps also a measure of how often I use that evil system ...

there is also an application ntfsfix you can use if you don't have access to windows. (its part of the ntfs-3g package)
        Code:
        sudo ntfsfix <device>

The best sanitation I know of for an errant NTFS system is to swap it out for a Btrfs system running under the Linux distro of your choice!
