If one clicks on the http://www.kubuntu.org link in KInfocenter in 17.10 or 18.04, the page that opens is about 17.10 and mentions GIMP as being installed:

Firefox, Kmail, Gimp, LibreOffice, Gwenview are just a few installed and ready to use, with thousands more, available in just a click, from the Discover software centre.
