    a "glow in the black light" brush for Gimp

    Hi
    I just cannot seem to figure out how to do a "glowing" type brush for GIMP.

    It may be that it is kind of like doing "shiney" where there are multiple steps to it, but can anyone give me a clue on something like this?

    Not the "rope texture" but the "effect/color".

        Ok so it's a photoshop job but similar could be done with Gimp.
