convert wav to mp3

I need some suggestions for an audio editing program. I have a wav file (not on a CD) that needs to be converted to mp3 format.

I'd also like a suggestion for a good CD ripping utility.

For audio editing, I use Audacity. (http://audacity.sourceforge.net/)

For pure "format conversion" I either use mencoder (http://www.mplayerhq.hu/design7/news.html) or ffmpeg. (http://ffmpeg.org/)

For CD Ripping I use k3b. (http://k3b.plainblack.com/)

All of them are in the ubuntu repos.
