hotkeys and how they are handled in Kubuntu

Every install of Kubuntu I have done has left me with a system on which keyboard hotkeys all work with keyboards such as the Logitech navigator. I have never had to fiddle with config files etc. Even my Asus eeepc worked out of the box (more or less.) A default Debian (Lenny) install on the same desktops leaves me hotkey-less. I am curious as to how Kubuntu (and Ubuntu) manage keyboard hotkeys by default. What is installed that detects and manages keyboard hotkeys out of the box?
