I don't think the release schedule is too big an issue, since kubuntu includes the latest minor release of KDE in each of it's releases (4.0.3 in hardy, 4.1.2 or 4.1.3 in intrepid etc.). The minor revisions usually iron out some of the bugs in major releases (4.0 and 4.1), and are generally more usable/stable than a fresh major release.
That being said, I'd love to see Ubuntu/Canonical devote a bit more manpower to Kubuntu.
