kubuntu dev needed

Hello, my firm is using Kubuntu and would like to create out own desktop package rather than kubuntu-desktop along with a post install config app.

I want to retain a freelancer(s) or a firm with relevant experience from the kubuntu community to 1) create the meta package and 2) the user program to provide per users config options.
