What is 'Improving KDE' ?

The comments sound rather interesting, but NO WHERE can I find a description of what this program/package/whatever actually IS or what it DOES. Can someone fill me in?

I think that is a suggestive description from what I saw. I think they probably took an existing theme and "improved" upon it to something they like but didn't make any "functional" changes to KDE, just looks.
