How to compile Kphotoalbum to run on windows?

Having never done any compling before, the instructions at:

mean almost nothing to me.

I installed cygwin, and managed to get the listed packages installed.

That is where I ran out of knowledge.

Anyone able to give me guidance on compiling

What sort of window do I type the commands:
Configure, compile and install


compile libkexif, libkipi, kipi-plugins as usual with
./configure --without-arts
make
make inst

and what about paths, directories etc

I have started to use KphotoAlbum on my machine in Kubuntu, but the girlfriend wants to use it on the Win Xp machine but this has really got me lost.
