    How to manage user groups?

    I started a thread about this for Neon 18.04 and closed it when I found the response. However, that method, using

    System Settings > Personalization > Account Details > User Manager

    no longer works. There is no "Account details" under Personalization and no "User Manager" anywhere I can find.

    Do I (Can I) edit /etc/group by hand? And what became of /etc/users?

    I don't think that there has been an /etc/users file, /etc/passwd has that info, actual passwords are stored in /etc/shadow. I don't think either file is supposed to be edited directly, much like the sudoers file.

    For GUI tools:
