The download link on https://neon.kde.org/ is where you get it. You will want the User Edition.
They update the iso approx once a week, so it is always up to date.Comment

I got the ISO, tried a Live Session. Very interesting. The only thing I am confused about is Dolphin opens files with a single click. It was a double click in Kubuntu 20.04Comment
