Can't write to external hd

    It is reported that the external HDD is formated as NTFS (Windows). Is this the case? Is the drive used by Windows (read and write)?

    In a konsole, install ntfs-3g: sudo apt install ntfs-3g
    Windows no longer obstructs my view.

      I tried the command, but it says that I already have the latest. Still didn't work. And when I tried it on Windows 10, it couldn't be read. I'm beginning to think there's a physical problem. Still, I was able to copy a number of folders using Ubuntu Mate when my Neon/Kubuntu wasn't working right. And they're readable. I also tried using it with Lubuntu on another computer, but got the same results.

        That it isn’t working even with Windows does suggest that something is wrong with the drive itself.
        Windows no longer obstructs my view.

          Well, the drive has 3 file system partitions on it. It still possible that one of them mounted in Ubuntu. Curious that the drive appears to have a windows install on it and a swap partition. Was this drive pulled from a PC and inserted in the enclosure? If so, it potentially just needs a wipe and reformat.

          I'm wondering if you plug the drive in what dmesg says. It usually will report all the partitions. Try launching the Partition Manager after plugging in the drive and see if it detects all the partitions and what it has to say about them.

            The drive is a new one I bought just after my previous ext hd went bad in an event which also knocked out my OS (wouldn't log in once the login page showed). I don't know what the event was, but I got the OS working again after an update from Neon. This HD was used only for Linux until I decided to check it on Windows. If it was formatted, it was by Toshiba, probably so that they could put their warranty information on the HD. Here's what dmesg says:

                            BUGS
                                   fuser -m /dev/sgX will show (or kill with the -k flag) all processes, even if you don't have that device configured.  There may be other devices it does this for too.
                            
                                   fuser  cannot  report  on  any processes that it doesn't have permission to look at the file descriptor table for.  The most common time this problem occurs is when looking for TCP or UDP sockets
                                   when running fuser as a non-root user.  In this case fuser will report no access
                            
                                   The mount -m option will match any file within the save device as the specified file, use the -M option as well if you mean to specify only the mount point.
                            
                            
                            SEE ALSO

                            However in this case, I doubt the answer lies with fuser. The error you're seeing is usually caused by Windows being set to use "fastboot" and/or the drive was opened by Windows during a hibernate or sleep operation. The "best" solution is to boot up Windows, turn off fastboot, access this drive, and then do a full shutdown with this drive still attached.

                            It is remotely possible that it is actually mounted somewhere, but only ntfs will error when mounting something in two places - the system will just let you do that with most other file systems. Since determining if it is somehow mounted is easy, we should do that anyway just to be sure. A simple command will do it:

                            cat /etc/mtab | grep sdb1

                            If the results are blank, it's not mounted.

                            Another brute force option is to attempt mounting with the force option, but if it was uncleanly dis-mounted or is actually mounted somewhere, you risk corrupting the file system.

                                I tried the Windows option, but it would not access the HD, saying that its parameters were incorrect.
                                Here's the output from the second command you sent:
