perhaps I am being rather naive, but I cannot understand why Neon is based on Kubuntu/Ubuntu and not pure Debian.

I can only agree.
I find the choice logical and great, since I have had several problems with Debian in the past. It seems that Ubuntu and KDE are just more reliable here to base a new distribution on it.
