Ok, after making changes to the booting services I rebooted by first logging out and then clicked the OK button on the logout screen.
Nothing happened. I clicked it several times and hit the Enter Key. Nothing. The time continued to count down and I waited for it to hit zero so it would reboot. It started counting negatively, -1, -2, -3 ... I clicked the power button on my laptop and the power down resumed.
Altogether it took about 45 seconds to power off.

The reboot took 35 seconds to the login screen and the desktop tool another 35 seconds. So, 1m 10 seconds from power on to a working desktop.

    The new blame output shows:

Nothing too much out of line there so I will leave it as it is. Hopefully it won't gradually increase in boot time as I add and remove apps and updates are applied.
The system-manager I downloaded from the GitHub and installed works neat. It makes configuring and managing systemd services a snap.

The shutdown yesterday was attempted directly from my desktop without first logging off. It proceeded normally and took 15 seconds.

The boot up this morning took 45 seconds to reach the login screen and 35 seconds to present a desktop that responds to mouse clicks.
Checking Blame in system-manager I'm told that the kernel space took 3.6 seconds and the user space took 43.4 seconds for a total of 47 seconds. To do what I don't know. All I know is that from power on to usable desktop took 1m 20s.
