    Why does Kubuntu remove Language Opiton?

    As Bcooksley stated in this post, the missing of Language Option tab in the Country/Region and Language section is because of Kubuntu, not KDE. I would like to have a confirmation. If it is, then why is it?

        The 'System Languages' kcm module (from the package: language-selector-kde) is part of the Kubuntu Precise.

          You dont really need that. On the languages tab, if you move your desired language to the right and then move it to the top of the list, that becomes your system language. If you install ibus, it is automatically set as the input method. 14.04 does a pretty decent job of language support...I was able to get it going in just a couple minutes.
