KDE 3 & KDE 4 (KWin)
As default the KDE try to place windows "smartly" out of each other way but you can change this behaviour by:
a)
Right click the window border (Alt+F3) > Advanced > Special Application (or Special Window) settings:
Window pops up -> Geometry tab > Enable Position (and/or Size), choose Remember. Click Ok.
b)
The System Settings has "Window Behavior". There you can "Configure settings specially for a window".
c)
Alt+F2 and type "kcmshell kwinrules" (KDE 3)

Note
Some programs have own position system.
