First of all, I wanted to report this on bugs.kde.org but I can't login there although I can in identity.kde.org with the same information. Therefore, if anyone could report this there, it'd be wonderful.
The problem is about titlebar height is too narrow so title doesn't fit. It happens in some applications, the ones I have discovered are Libreoffice (only on maximized) and Spotify.
To reproduce the problem on libreoffice:
1. Open Libreoffice (for example Writer), maximize the window and exit.
2. Go to System Settings > Font and set Window Title font size to a big value (like 20) and Apply.
3. Open Libreoffice Writer.
The titlebar is sized according to the window buttons (maximize, minimize, close etc.) only, so half of the window title is cropped. If the window is unmaximized after that, it is set properly.

EDIT: I've created a new account and am posting this to bugs.kde.org now.
