panel re-positions when un-hid, while multiple windows are restored

i'll try to explain. my panel is set to auto-hide.

when i have multiple windows open and restored

then try to hover over my panel, as it un-hides, it moves to the edge of one of the windows!

it stays there until i minimize a window and hover over the panel (now in the middle of my screen) just right. weird.
