I am in the process of getting an application sponsored for the official debian repository. Is there a simmilar procedure for ubuntu/kubuntu or do you just take packages straight from debian unstable?

If you're deb enters Debian it will be synced to Ubuntu. No worries.
However if you want it to enter Ubuntu first (then enter Debian), you'll have to put it in REVU - http://wiki.kubuntu.org/REVU - get a bunch of MOTU's ( http://wiki.kubuntu.org/MOTU ) to poke it and accept it (join #ubuntu-motu and ask). Then it will be uploaded to universe
We take packages straight from Debian (and work hard to keep them in sync).
