Task bar sometimes doesn't return.

I was using libreoffice and a couple of other things to make a document.
Sometimes when I moved my cursor to the bottom of the screen the task bar did not return.
I could still move my mouse to the upper left corner and select my program that way.
Usually the task bar would return after a bit of time.
Any ideas?
