Change panel color when window is maximized

There is an effect in eOS that makes the panel color change when a window is maximized, is there any way to do this in KDE?

if you mean ,,,,,,,,,,when a window is maximized it's entry in the task manager is highlighted ,,,,,the effect is dependant on the workspace theme/desktop theme
