Start up panel

Hello
I installed a transparent theme and now my start up panel is also transparent. Therefore i dont have a good contrast to distinguish the tabs easily. Also it wasnt any better before this theme.
I would like to make it with a fixed color background and foreground. Also icons could be bigger like it is in windows. Is there a way to achive this?

For icons there is a wishlist bug report that you can vote for:

Or you can use smooth-tasks-fork - there is an option to make icon's size bigger.

With regard to "start up panel" I don't understand what you mean by it, just a panel or Kick-off menu?
You can use different theme from kde-look.org or even compose the desired effect from different plasma themes. See System settings → Desktop theme → details tab → source.
