Sorry, it should be a /etc/modprobe.d/ . I had module on my mind and mistyped it. Never harm. Just delete that directory you added and use the right one. Sorry about that.
My 70 year old brain also forgot about
modprobe -r somemodname
which also removes dependent modules. It also has some other parameters, like --show-depends, etc...

You are going about it the right way -- work your way up to the tuner* modules, add the names of all modules you've removed to the blacklist.conf file and then try a reboot.
BTW, close chrome before you run powertop, to get its IRQ's out of the way. You can find this thread easily by clicking on your name link anywhere, and in your account is "Show all posts". Click on the title of this post and here you will be taken.
