I don't have 4.1.4 installed (only jaunty/4.2 and intrepid/4.2 at my disposal), but since 4.1.4 is a bugfix-release in the 4.1 series, it's generally safe to assume it should have less bugs than 4.1.3.
Make sure all plasma packages have been upgraded, and if that doesn't fix it you should consider filing a bug report. You can also try cleaning/renaming your plasma configuration files to check if those cause your issues (these include all ~/.kde/share/config/plasma* files)
Note that you shouldn't have plasma running when you remove/rename the config or plasma will overwrite your changes. You can either logout and do it from a virtual terminal, or stop plasma with Alt+F2 'kquitapp plasma', Alt+F2 'dolphin', rename/delete files and Alt+F2 'plasma' to restart a "clean" plasma desktop.
