How to customize taskbar behavior under KDE 4.1.2

Just did a clean install of Intrepid kubuntu, and now I'm trying to get my old favorite behaviors back. In particular,
    - application icons appear in the taskbar on all desktops. I want to have them show up only on the desktop they live on.
    - if I have 5 xterms open, each one has a separate icon - I want to combine those into one icon.
I've been poking around all evening looking for the kcontrol GUI that would let me set these, and I haven't found it yet. Where is it hiding?

A lot of what you were used to prior to Intrepid Ibex and KDE 4.1.3 isn't available in this new version of Kubuntu and KDE. First, the desktop isn't what you think it is - it isn't the desktop - it's a widget.

Some of the functionality we were used to is supposed to be back in KDE 4.2.
