i am downloading 8.04 Kubuntu with KDE 3 on it, but I was wondering when install it, can I then use the terminal to upgrade to kde4? If so, how can I?

Yes indeed!  Just install the kubuntu-kde4-desktop package:
Then, click the "Session" menu from the login screen and select KDE 4Code:sudo aptitude install kubuntu-kde4-desktop
