There is no mention of 20.04 so take that with a grain of salt (for Focal specifically) especially as LTS have historically not received new Plasma versions via the Backports PPA even when it has been possible.

Having said that, there already is a 20.04 based build of Qt so it would not be hard to 'steal' it.
And while they are at it maybe "fix" all the Qt based software found in Universe that Ubuntu copies over from Debian (and doesn't actually package themselves) so they will work in with an updated Qt. They have hard version dependencies that Ubuntu packaging does not.
