Shouting on KFN?

I'm wondering if the convention that using all caps text is "shouting" on-line is still a thing...

If, so, how to politely suggest that poster(s) should maybe shout less? Maybe use the Bold button instead?

Just post and tell the poster. Not everyone knows/understands what ALL CAPS in a post represents to 'most' people.
