Notifications --- differences between Kubuntu 19.04 with backports and KDE neon

Under System Settings > Personalization, Kubuntu has two Notification-related icons whereas KDE neon has just the one.

Kubuntu's icons are Notifications and Other Notifications only in tree view.

Kubuntu's icons are Notifications and (again) Notifications in both sidebar view and icon view.

When Kubuntu's Notifications and Other Notifications are double-clicked, both have the text "Other Notifications" in large font.

I don't see the equivalent of Kubuntu's Other Notifications content in KDE neon.

The options and features in the 'other notifications' come from kubuntu-notification-helper package which is Kubuntu specific.

Seems that it might need some tweaking now to fit in better and more clearly in systemsettings.
