[SOLVED] Configure general file manager settings

I was trying to help someone who complained that previews of pdf and video files weren't showing in Kubuntu 18.04.2.

This person linked to an image which I'm attaching. I can't find anything like it in Kubuntu 18.04 or in Kubuntu 19.04.

Does anyone recognize its source? (I even looked in kcmshell5 --list without any luck.)

The poster solved the problem by using Dolphin's GUI instead of whatever was being used before. I think this person was using Konqueror which does have "Configure general file manager settings" but excluded the title from the title bar and cropped the image so I was confused.

Dolphin -> Settings -> Configure Dolphin -> General
