It seems to be in the right place for a bug report (and a well written one!)
Then you link to it in email or other modes of communication, so others can click the "does this bug affect me" option on the page, and devs an bug triagers can add stuff, or request more info, etc.
Your bug report at https://bugs.launchpad.net/ubuntu/+s...r/+bug/1803866 is likely the 'very best' report I've ever seen. It is precise in every detail, includes ALL necessary information and NO fluff. Well done.

Is there any way to get the Kubuntu devs to see it?
You did it the Devs have already seen it. The responsible group will have been sent automatic emails to report a new bug was posted. It takes more then a day or two for people to get to bugs sometimes so just relax and wait a bit for this to go thru the process.
