I know this question has been asked before (+10 years ago) but I have tried to find a setting to restrict widgets to one desktop, but cannot find where to set this. Had this feature been removed?

You can't do this with Virtual Desktops, but you can with Activities (Which are really just collections of Virtual Desktops).
However, these may be more clunky to use compared to Virtual Desktops.
It has been this way since KDE4 introduced Activities, though for a while, there was a way to sort of connect those with Virtual Desktops This option did not last too long.
