What is it about Ubuntu, when updating, it will force one to upgrade to "Ubuntu Pro". Are they planning on a future fee?

There's no forcing one to upgrade to "Ubuntu Pro". It's a message only. Maybe not as well worded as it could/should be, but it remains just a message.Windows no longer obstructs my view.

Get started with Ubuntu Pro
For Qt desktop environments like KDE Plasma or LXQt I suggest to use the CLI only - the graphical tools are meant for GTK desktop environments like GNOME or Xfce !
