It's supposedly YouTube's portal to the DarkWeb 
You can read about it on Slashdot, with instructions on how to activate it in Chromium and compatible browsers. Here is a snapshot of DarkTube on my Iridium browser
After following the instructions you have to go into the menu option in the upper right corner and slide a toggle to turn DarkTube on.
I don't believe that it is actually accessing *.onion sites, or why YouTube (Google) would publish or leak such instructions to access that side of the web. So, I think it is just a way of giving YouTube a dark theme. It looks OK, but I'm used to the white background.
