Manjaro has just released the third pre-release of their upcoming 0.9.0 version with KDE / Plasma5

The default theme looks very nice (in my opinion). I have just tried it on a live DVD and everything appears to run fine except for Calligra Sheets which crashed not long after opening.

It looks really good, but I'm not seeing why a fork of the Breeze theme was/is necessary. Does it look THAT different when running the system?

It's a way some distros differentiate themselves. Consider openSUSE, for example.
